Deadline postponed

The deadline for verifying forest biomass before the implementation of RED III in the Member States has been postponed.

SURE has previously provided information on the process of verifying forest biomass producers up to the implementation of RED III in the Member States (MS) within the framework of the SURE-EU system. (SURE notification of 06.06.2025)

During this transition period, if the validity of a “low risk” self-declaration expires after May 21, 2025, but BEFORE the national implementation of RED III comes into force, a RED III self-declaration with the (provisional) status “low risk”  can be submitted if (among other things) the process of implementing RED III in the member state concerned has demonstrably begun and the legal framework has entered into force by December 31, 2025, at the latest.

In some Member States, the implementation of RED III was initiated at an early stage but has been repeatedly postponed for reasons beyond the control of SURE or economic operators. 

For this reason, SURE is initially extending the transition period until June 30, 2026, if a draft of the national RED III implementation that is available but not yet in force meets the requirements for classification as a “low-risk extraction area” and a recognized risk assessment in accordance with SURE system requirements is available. 

If there is no national implementation of RED III by June 30, 2026, or if the risk is not assessed as “low,” the self-declarations with provisional low-risk status will immediately be considered “specified risk” self-declarations.

If member states implement their national transpositions of RED III before the new deadline, the national transposition of RED III will immediately form the basis for the verification of forest biomass producers.
