SURE develops and operates reliable and practical certification systems for bioenergy.

SURE GmbH, based in Bonn, specialises in the development and operation of reliable certification schemes for the sustainable use of biomass for energy generation. As a system provider, SURE operates the voluntary certification scheme SURE-EU and enables all actors along the supply chain to provide evidence that they meet the requirements of the EU Renewable Energy Directives (RED). In doing so, SURE combines legal requirements with practical solutions, creating a robust and transparent certification system to ensure sustainability and system integrity. The continuous development of the SURE-EU scheme is based on current political and regulatory developments at EU level. With its work, SURE GmbH thus makes an important contribution to the energy transition and to protection against abuse and fraud in the bioenergy sector.


One of the central tasks is to operate a robust and transparent certification scheme. This includes the registration, control and monitoring of economic operators as system participants as well as certification bodies and their auditors. In addition, effective measures to ensure scheme integrity are implemented. Protection against abuse and fraud is always in the foreground. The SURE-EU scheme provides economic operators with a reliable basis for meeting all relevant sustainability requirements. These requirements are objectively verifiable, controlled by independent certification bodies and regularly recognised by the European Commission.

The framework for good action: Structures for efficient and transparent leadership

Governance describes the way organizations are managed, controlled, and developed. It encompasses the structures, processes, and rules that ensure that decisions are made transparently, responsibly, and in line with clearly defined objectives. At SURE GmbH, governance forms the foundation for a credible, transparent, and legally compliant certification system in the field of sustainable bioenergy. 

As an independent system operator, SURE ensures that all processes and decisions comply with both EU legal requirements and the practical needs of the industry. To safeguard the integrity of the system and ensure its continuous development, expert committees have been established within the SURE system. These committees assume key tasks such as monitoring certification bodies and registered companies, evaluating and adapting system requirements based on legal developments, and ensuring the quality of audits and certification processes. They also actively intervene to prevent misuse or fraud. 

The members of these committees have in-depth expertise in the areas of sustainability, law, certification, and bioenergy. Their work ensures that the system is managed objectively, transparently, and practically. For SURE, governance means that sustainability certification is not only technically correct, but also fair, transparent, and legally compliant—thus making a real contribution to the energy transition.

Our shareholders

SURE GmbH (SUstainable REsources Verification Scheme GmbH) is supported by two experienced partners: Bioenergy Europe A.I.S.B.L. and REDcert GmbH. Together, they pursue the goal of establishing an independent, transparent, and practical certification system for the sustainable production and use of solid biomass and biogas.

The shareholders' meeting defines the strategic and economic guidelines of the company. The operational business of the certification system is deliberately left out of this – a clear step towards avoiding conflicts of interest and ensuring the independence of the certification. The tasks and responsibilities of the shareholders' meeting are firmly anchored in SURE's articles of association.

Each shareholder is represented by three expert representatives. These representatives bring comprehensive expertise in the areas of production, trade, processing, and conversion of biomass and biogas into final energy. They represent the interests of economic actors along the entire value chain: from biomass combustion plants to biogas plants.

The representatives have in-depth knowledge of sustainability certification in accordance with the Renewable Energy Directive 2018/2001 and contribute significantly to the further development of the SURE-EU scheme.

Bioenergy Europe

Bioenergy Europe is the European umbrella organization for the bioenergy sector, with members from over 40 countries. The association promotes a sustainable bioenergy market under fair conditions and supports political processes at the EU level with its technical expertise. In its committees, Bioenergy Europe develops practical proposals for transparent sustainability certification.
As a shareholder of SURE, the association contributes its market knowledge and political experience, thereby strengthening the relevance and acceptance of the SURE-EU scheme at the European level.

Pablo Rodero Masdemont

Pablo Rodero Masdemont has been working in the biomass sector since 2006, initially in a trading company and, since 2011, at AVEBIOM (Spanish Biomass Association). Pablo Rodero is co-author of the BIOmasud® certification system for sustainability and quality assurance of solid biofuels. Pablo Rodero was a member of the board of Bioenergy Europe for six years (Dec. 2015 – Nov. 2021) and is currently president of the European Pellet Council (Bioenergy Europe's network for managing the ENplus® certification system).

Adam Sarnaszek

Adam Sarnaszek is President of the Polish Wood Pellet Council and has many years of professional experience in the field of certification in Central and Eastern Europe. Adam also chairs the working group on sustainability and biomass mobilization at the Polish Ministry of Climate and Environment and advises the Polish Ministry of Agriculture on the use of agricultural biomass.

Hannes Tuohiniitty

Hannes Tuohiniitty is Branch Manager at The Bioenergy Association of Finland, responsible for EU affairs and wood pellets, among other things. Hannes Tuohiniitty has been a member of the Bioenergy Europe Board since 2015 and was elected President in 2018.

REDcert

REDcert is one of Europe's leading providers of sustainability certification. With its REDcert-EU scheme, the company offers practical solutions for sustainable biomass, renewable fuels, and recycled fuels. REDcert² also supports companies in the food, feed, and chemical industries in their use of certified raw materials—for greater climate protection and resource conservation along the entire value chain.
As a shareholder of SURE, REDcert contributes its many years of certification expertise, thereby strengthening the practical feasibility and credibility of the SURE-EU scheme.

Gerolf Bücheler (Chair)

Gerolf Bücheler has been working at the German Bioenergy Association (BBE) as a consultant for climate protection and sustainability since 2021. Prior to this, he spent six years at the German Farmers' Association in the field of environmental policy and sustainability, focusing on national and international climate protection. He studied “Renewable Raw Materials and Bioenergy” and Agricultural Economics at the Universities of Hohenheim and Copenhagen.

Johann Meierhöfer
Dr. Stefan Rauh

Dr. Stefan Rauh studied agricultural sciences at the Technical University of Munich at the Weihenstephan Science Center. After completing his doctorate, he joined the German Biogas Association at the end of 2009. His work at both the university and the association focuses on sustainability and the calculation of GHG balances
