Self-Statement for Forestry Biomass
The Regulation of the Federal Minister for Agriculture, Forestry, Regions and Water Management regarding sustainable forestry biomass for the production of biofuels, liquid biofuels, and biomass fuels (Sustainable Forestry Biomass Regulation – NFBioV) for Austria has been in force since May 21, 2026.
With this, the sustainability criteria of RED III for forestry biomass have now been implemented in Austria.
The Regulation obliges producers of forestry biomass from forest areas located within the country to provide proof of the sustainability of the harvested biomass by means of a written self-statement. In this self-statement, they confirm that the biomass was harvested domestically in compliance with the Austrian Forestry Act and Nature Conservation Act, and that, in this context, the biomass meets the sustainability criteria pursuant to RED III. Furthermore, by submitting this self-statement, producers give their consent to verification by a certification body.
This self-statement must be attached to every delivery made to a company or plant operator. In the case of a framework agreement, a single self-statement covering all deliveries under that contract is sufficient.
To facilitate practical implementation, the Austrian self-statement form - compliant with RED III and designed for producers of forestry biomass - has been published in this context.
This document is available on the website of the Federal Office for Forests and is also accepted by SURE as a self-statement under the risk-based approach.
